Traci Thirteen is in her early 20s and is of mixed Euroasian heritage. She is a mage and taps into the cities she is within for both power and knowledge. This connection works both ways and can cause Traci to know how a city is feeling and things the city may want.

(I am still deciding how much of this awareness of the city is the collective unconsciousness of the people who live there and how much is the city actually being somewhat alive in the sense of kami. Maybe I'll leave it vague and say both.)

She is coming from post-Flashpoint comics but has vague memories of times before then; i.e. she may have some vague knowledge of events like saving Superman, dating Jamie Reyes, and working with the Teen Titans. She most definitely remembers dating Natasha Irons, helping Superwoman and becoming part of the Superwomen team, working with Wonder Woman and the Justice League Dark, and working with Raven and the Shadow Pact.
